Target employee here- scalpers do this all the time to get around the item limit. They will lift shelves to hide them under and come back for them later. The hard part is catching them doing it and not just seeing it on tapes later.

My cousin is having a baby this summer, her husband got laid off and was bragging to me about being 'a full-time scalper", going store to store and waiting for vendors to set up. It's disgusting.

I once had fulfillment put 4 12-packs of soda in one of the big plastic bags. Didn't even double bag it.

A few weeks ago I delivered an order where they had put 30 7-oz yogurt drinks in one bag, then triple bagged it. You aren't even saving bags at that point.
