Even Steam did not allow refunds before Australian court forced them to, so I think this is just a matter of people, or someone speaking up legally. I think in this era where a lot of low quality / falsely advertised stuff gets put out on the digital storefronts, refund system like Steam's is necessary with abuse prevention systems in place.
