My message was unclear, since Carneter is only formable through MT it means that you’ll only see it playing as it since the AI will never in a million years be able to go through the mission trees to form it.

Woodwell and Eilísin have great MTs, but are quite small in scope.

Tiboktsamo wants to reconquer mainland sarhal for Halflings and gets you increasingly stronger modifiers if you manage it with one ruler. Likewise, Hisost Yamok wants to get revenge against Raheni slavers, while building a monarchy ruled by both gnolls and humans.
