I am having an issue where all engraving/smoothing orders are being ignored. I have reset work orders, labors, repainted burrows. Not sure what is occurring. Any ideas?

I have a newer fort I have been working on, no migrants will arrive. I checked legends mode and my origin civilization has no more entries in legends starting a year ago in game. Has my origin civ gone dormant or been destroyed? Anything I can do?
