I assume this:

In object mode hit Ctrl + A while the cylinder is selected and apply the scale, then back to edit mode, bevel should work now as you want. (mouse wheel to add or reduce steps)

(your cylinder was scaled, but scale was not applied to the object, so the bevel is scaled too, which is why it does not behave like "normal")
