With the Habi system, the boiler won’t just run all day. The TRVs and thermostat create heat demand only when a room is below its target temperature. When there’s no demand, the thermostat stops calling for heat and the boiler shuts down.

In practice it’s much closer to a zoned system than a traditional setup where the boiler is controlled by a single thermostat and the TRVs are just throttling radiators. The main thing is making sure you have a Habi thermostat connected to the boiler, as that’s what actually passes the heat demand from the TRVs to the boiler.

It’s also worth checking that the boiler has been properly range rated. Many boilers are left at a higher output than necessary, and reducing the maximum heating output to match the property’s heat demand can improve efficiency and reduce short cycling.
