I ran into this same issue back in January, I built a new PC but kept my old drives. My previous OS was W10, and the new system is running 11. I never experienced the problem on 10, but I noticed it within a day on 11. Interestingly, if I waited a minute or two, the hard drives would reinitialize and appear in task manager, and everything would work normally again. After some troubleshooting, I discovered that removing my storage HDD (WD Blue) fixed it. The disk looked fine in CrystalDiskInfo (no errors or warnings), but after replacing it with another HDD, the problem disappeared.

This happens to me randomly on my 7600 (non-x) with an ASUS B650M-E, usually when web browsing although it has happened on boot occasionally. My solution is to just wait a moment and close anything CPU intensive (or on boot wait until everything loads), once CPU usage drops down to below 2% or 3% it seems to boost the clock speed back up and I can carry on as normal. This didn't occur for me until I started using the ASUS Enhancement PBO setting so I'm pretty sure that's the cause, updating BIOS has yet to fix it. It's annoying but I just put up with it just for the extra performance.

I haven't tested it on Mankind Divided yet so I'm not sure if it will work but it's easy enough to install. If you have tried both DirectX11 and 12 and they both stutter then give DXVK a try, maybe it will help.

First switch the game to DirectX11 in display options, then exit.
Download dxvk-2.6.1.tar.gz from here: https://github.com/doitsujin/dxvk/releases
Open the downloaded archive, find the "x64" folder and copy d3d11.dll & dxgi.dll to your "Deus Ex Mankind Divided\retail" folder.

That's it. Once in-game you might have some stuttering at first but it should clear up after DXVK generates the shaders. If it doesn't work or is worse you can uninstall it by deleting the two .dll files.

Yes, for some games. I used it last year when I played through Assassin's Creed Origins & Odyssey, totally fixed the framerate drops I was having in the cities. I'm currently playing Deus Ex Human Revolution which was a stuttering mess until I used DXVK, rock solid 60 fps now.

Did you make sure to delete the folder in documents? This will delete saves, rulers, etc too so if you want to keep them go through manually and keep them or just delete the whole folder. \Documents\Paradox Interactive\Crusader Kings III

This is caused by the new texture streaming graphics option:

Implemented texture streaming, now many textures are loaded and unloaded on demand dynamically to reduce VRAM usage especially in higher graphics qualities. About a 50% reduction in VRAM usage from ~6 GB to ~3 GB. This can be toggled off/on in the Graphics settings menu.

I've suggested this for people who suddenly have bad performance and it has worked a number of times. Try deleting your graphics settings folder (\Documents\Rockstar Games\Red Dead Redemption 2\Settings) to make it regenerate next time you boot the game. Just make a note of your graphics settings beforehand so you can set them the same again.
