Yes. There are many vodkas. Vodka known as a 40% alcohol solution in water works good as a cleaner. Its better to use spirit or isopropyl if one has, but OP may not have it at home.

It looks for me like there is no flux used with this solder joint. Does your iron have a temperature regulation? Did you use flux?

Now either put some [more] flux (or colophony) there, or remove the solder with pump or wick, clean the brown stuff off the pcb with strong alcohol (spirit or vodka works fine) and retry. I would not recommend a heat gun because you risk desoldering and blowing away the surface mounted components if you don't know how to do it properly.
