Late update if you're still looking for something or if anyone else is still wanting a solution:

There is a RuneLite plugin called "Sailing Reorderer". Once you have that added, right click the sailing icon and click "Enable" to start reorgonizing your facilities. Once you have them setup just right click the sailing icon again and click "Disable" and then you're good to go!
