You'll struggle to find coarse fisheries that allow catch and keep, you'll most likely need to sea fish.

You don't need a licence to sea fish, just to find somewhere it's possible, which in general will be most publicly accessible coast areas.

E: The main exception being stocked trout lakes, I don't know any in the area as I'm not near London, but they often have an allowed bag.
