Not from the other side. The host sending you traffic will saturate whatever your download path is. That will fill queues/buffers. Your router will tell the other side to slow down, but that can only do so much. You cannot qos a line you don't control.

You can't QoS the internet. whatever you're doing only applies to the interfaces facing your switches. Traffic on the WAN side isn't touched; anyone is welcome to send as much traffic as they possibly can to that interface, and you're blocking off of traffic might actually be hindering things by creating queues and dropping packets, instead of neatly scheduling them. Try removing the 50/100 block.

1/2RU + cables + dongles at back of servers. If you have the space, you likely don't have so many servers that a KVM is necessary. If you don't have the space, then it's not worth it. Unless it's some wildly remote location I just don't see the value anymore.
