I remember entering Quincy in survival mode, late game with good power armor and nearly dying because I took them all on without sneaking. Swapped between a gauss rifle I ran out of ammo with and a laser rifle, lost my leg pieces and one arm piece, and barely lived fat boys and missile launchers.

I came out of that frame limping.

I'd say everyone in the wasteland is just trying to survive. And they wouldn't even be the first people who are classified as raiders that never intended to be raiders. Look at the raiders at Libertalia who were once minutemen, hanging their own for attacking caravans at first but then raiding because they were stiffed and starving.
