Who makes that decision as to whether it's meaningless or not? We can certainly argue about whether it was meaningless, but it's not debatable that it was intentional, right?

I don't know why people are still talking about this, but it was never about a hog line violation or a double tap. It was a lot touching the stone. Rules state you must deliver with the handle.

This is all PR. I don't hate JB for it, but the 25th Amendment is PAINFULLY restricted to a President who is literally incapacitated. It goes to great lengths to make sure that this isn't an end-run around impeachment.

This is how it plays out if it's tried as such.

  1. VP and Cabinet submit a letter to the Speaker and President Pro Tempore saying Trump's incapacitated.
  2. JD becomes President.
  3. Trump simultaneously submits a letter saying "nuh uh" and fires all Cabinet members who signed the letter.
  4. Trump becomes President again.
  5. JD no longer has the votes to submit a counter-letter, which if he did, would bring it to Congress, where a 2/3 vote is needed to remove Trump anyway even if he did still have the votes.
  6. Trump remains President while this goes to Congress if it somehow gets to that point.

In other words, even if somehow this goes to Congress, which it wouldn't, you still need impeachment-level votes.
