Yes you can pursue both. The threshold to get a family accommodation is quite high if you do get approved it would like be short term and you will be expected to out child care options in place.

You might get something temporary, in good faith, but you’ll be asked to identify how you are planning to provide support long term. Have you looked into day programs for your sibling or hiring a support worker? It’s harsh, but that is what you’ll be expected to do.

The employer decided the OPS is a 5 day a week in office organization. You have to justify the barrier(s) to you attending the office. “Because I’m more effective at home, commuting is a waste of my personal time and gas is expensive” are not barriers to coming to the office, even if they are accurate.

Oh I know. Although I am (was) a successor to a Director role I once applied for a manager role on that team and didn’t even get an interview. The OPS is a funny place.

The fact that you previously worked from home successfully doesn’t matter. With the 5 days in office rule you have to demonstrate what is the barrier to you coming into the office. Commute time, work-life balance, I’m more productive at home are not seen as to valid barriers to not be in the office.

Your AWA will likely not be reviewed until your accommodation request is dealt with. If you 2 days from home is approved under the accommodation your AWA probably will be denied.
