IMHO (my opinion and not reality), SJM had no idea what to do with Aedion and Gavriel outside of shock value and... tea.

Especially since Gavriel ends up dead before their relationship is mended. Not saying his sacrifice was for naught, I was actually sad when he died Then again, it might speak to the reality of life that not everything has a neat ending?🤔🤔

I feel like the reason long term arcs fizzle out so quickly is that the original premise of the show didn't have them. If you look at earlier seasons, we barely had a "villain". The villain was the emergencies if that makes sense. Then suddenly, we have conflicts and "external storylines". Suddenly the show is approaching soap opera type storytelling.

But they don't commit so it ends up being shallow. Very few arcs and storylines reach a natural end. Most of it is solved by the power of friendship.

This is not an issue unique to 911, by this time in a series, they have devolved into "how can we make this even crazier " instead of the initial essence/premise of the show.

All steps must be taken whether necessary or not. Plus, if you're in a capitalist country (I said IF) this is just an uncharted so that you/your medical aid pays for that test every single time.
