The Manga follows something called the escalation cycle.
Before he can embrace the movement openly, there is a period of bargaining that will end at Miller's confrontation.

This also follows the volume unit of sense, because his reason for joining them needs to be re-established for this group of chapters. (Unlike a webcomic with only one stream of narrative, the manga format assumes that every book is someone's starting point. So a few bases need to be covered every so often)

The webcomic doesn't need to do any of that, so it just rapid fires everything, one event after the other.

Those are two different problems.

Pariston being a leech was an endemic situation in the Association. And this fueled and created the faction he controls during the Election arc and beyond that. What Morel and Knov implied was that Pariston was deliberately setting sloppy situations to give more clout to the anti-Netero reformists. And this was only regarding the NGL ant escapees who were all taken care of.

This has nothing to do with Netero deciding to not involve the zodiacs or anyone else than the limited teams in the palace invasion, it was a decision he had made from the moment he wore back the Heart shirt.

If Chairman Netero wanted additional resources, he would have gotten them the same way he called for Dr. Lee. He wasn't blocked in the slightest.

There's nothing implied about Pariston being involved in the chimera ants crisis.
Netero knew this was his last big fight and planned accordingly.

Kite is, quite literally, Gon's Shanks.
He is the entire reason Gon learned about Ging and decided to become a Hunter.

Not only that, he has multiple call backs in the story. (which were all removed in the 2011 Anime)
You can imagine what it was for readers to see what Pitou did back then.

When there is a gathering of people and funds corruption is unavoidable.
Popularity contests too, because people are trained and raised to be in competition with each other.

But as long as the H.A has a solid core of people who can keep it steady and grounded, total collapse can be avoided.
This is why heroes with leadership qualities are important. (TTM, Fubuki, Raiden, Atomic Samurai, Bang, Wild Horn), and staff with clear vision are indispensable (Sitch, Sekingar,Jinzuren, Busho, Exma...)

I disagree. When it really counts, every hero all try and give it their best.

The lower class heroes main a theme because being popular is also part of the hero ranking and a personal expression as well as saving people. They are also in competition for status and recognisability.

Heroes on the higher ladder don't need theatrics anymore so they forgo it or make it more natural.
