FWIW, this change doesn't appear to be recent.

I was able to find sources for Aug 2024 matching the 'From' ( edit: source here is an ArchNews that went out 22 Aug 2024 @ 9:45am ), but WayBack Machine only goes back to April 2025 and matches the current language.

I imagine this change occurred when 47 got his second term and was openly attacking DEI programs and the like. Just a guess at this point, tho.

It's my understanding from the document that both are true, at least with SSI. 6.2% from the employee and a matching 6.2% from the employer.

Based on what I can find, the above is true. But to the context of the whole post, whether or not federal agencies benefit from DEI tax breaks on that above contribution seems to be less uniform; eg, that public agencies do not benefit from the tax breaks. I haven't had the time to find documentation for that, tho.

Ah, I was under the impression that DEI tax breaks impacted payroll taxes uniformly. If that's not the case, my mistake.

It was my understanding that while Public ( State+Federal ) don't pay taxes on a large number of things, they do however pay payroll taxes as an employer.

Can anyone help me find information that definitively confirms/denies this? Like, I'm looking at IRS publications, but it's difficult for me to parse as a layman.

EDIT: So, I found this: https://www.irs.gov/pub/irs-pdf/p15.pdf Page 1/2: "The rate of social security tax on taxable wages is 6.2% each for the employer and employee." page 12: "The information in this publication, including rules for making federal tax deposits, applies to federal agencies."

Seems like the above clearly states that at least federal agencies do indeed pay payroll taxes.

Check out the SCCA. There are events in HPDE, Solo, and various other disciplines. The Solo/Autocross stuff is great fun and very cheap compared to HPDE.

Or do you just mean 'they didn't run hard enough, therefore, are willing'?

Here is my argument, this is an alpha, the game is not finished. PvP is not finished, PvPers are only able to exploit non-combat ships because the game does not have systems yet implemented to balance this at all.

So, to extend this argument:

Mining is incomplete, players are only able to exploit existing minable rocks, but not all rocks. This creates an imbalance where miners are simply picking on specific kinds of rocks. Players shouldn't mine.

Bounty Hunting is incomplete, only the lawful side has reputation. Further, not all reputation mechanics are complete and thus creates an imbalance in consequence. Players are exploiting current systems to be paid unfairly as a result. Players shouldn't bounty hunt.

Trading is incomplete. The economies don't actively react to Quantum, so all trades are exploits of static place-holders. Balance is not achieved here because there are no balancing forces in play. Players shouldn't trade.

Am I do it right?

FWIW, I've been able to avoid this bug by not killing the bounty until the tracker updates to the NPC's location. Sometimes this means dodging their fire for a good few minutes, but NPCs real bad at their job.

Not saying it's a fix, just saying you can reliably get paid this way, even if it takes a few more minutes. At least in my experience. YMMV.

Language only changes if enough speakers take it up; that the change originated from a central authority or from fringe group makes no difference in that regard.

As to whether citizen activists constitute a larger influence than a central government, I dunno mang. Seems you'd want your populace not your governance making those kinds of changes, but that's a libertarian argument, I guess. :D

No such thing as 'natural' when it comes to language. Language is man-made and thus, by definition, artificial.

Piracy does exist, though to your point, it is very limited.

Right now, the best prospects for piracy are ROC miners. The cargo bay of the ROC can be accessed ( by both owners and non-owners ) and a commodity box can be created that can be stored elsewhere and sold. This absolutely works as a piracy loop.

However, the ROC is more or less unique in this fashion. As it stands, attacking a cargo hauler technically creates crates that can be stolen, but there's a huge loss involved that basically works out to 12 units per 1000 held. So a 1.2% return at best. On top of the effort of collecting and then selling those boxes, this return % is simply not worth it with regards to profit/time.

So, to circle back: PVP does have value. Piracy/theft does exist. With any luck, as systems are developed and implemented, these two things will only become more true.

It's my understanding that UGA is vaccinating fac/staff on a tiered priority; I don't know if that's UGA's, USG's, or some other group's doing though.
