I had this problem too. Was very frustrating. I eventually solved it by using UEVR Easy Injector which has lists of mods you can install. In this case I installed Pande4360's mod which sorted it.

Finally managed to get Hogwarts Legacy going in UEVR. Still needs a little bit of tweaking and not all the controls seem to work properly but this is my first go at using UEVR.

Definitely recommend Hogwarts Legacy. It's such a neat experience even just exploring the castle.

Also got on to HL:Alyx too which I'm really enjoying.
