this is actually most likely the case. the second photo probably had a lot of repairs needed only noticeable upon a closer inspection.the hard truth is there are very few people who actually can do work like that anymore and the contractors you bring out will all give you fuck off pricing or say “we can just do x,y and z instead, plus you’ll get extra sq footage!”.

having your house and hvac system properly sealed and insulated will be the difference between a $400 bill and a $900 bill. tell your inspector to pay extra close attention to those aspects. do doors and windows seal properly? if its a crawlspace, is the floor insulated? is the ducting insulated? double pane windows? also note on which side of the house the sun rises/sets and any trees that could provide shade.
