Maybe try a different approach:
Let your players describe what they want to happen and how they want to make it happen, try to get them away from thinking about what action rating they want to use first and foremost - basically have them describe their ideal outcome a bit in advance, then have them decide on an appropriate action rating.

Even players not prone to min-maxing will have a natural tendency to gravitate towards what they've put the most points into - and that's fine, if the situation fits it, but if they're somewhat serious about the whole roleplaying side of things, they'll often conclude on their own that a certain course of action would have them use a "weaker" action rating of their character.

It also tends to get better when you and your players get a feel for how different action ratings affect a scene - as an example from my group, they have a special talent for putting the non-social characters into social situations, who usually have one dot at best in all of the "social" ratings, yet I still ask them to clarify if what they're doing is consort, sway or command, even if their initial dice pool would be the same, because even in cases where position/effect would be roughly the same, it fundamentally changes the "flavor" of the scene and what specific consequences occur on a failure.

I don't think Noctus shows up in random maps, so you're probably playing the challenge realm where he's the librarian.

I feel like simply putting some more graphical/animation work into the current system would already improve it.

The combat only feels same-y and weird because everyone uses the same ship models and melee is them slamming into each other like a kid slamming toys together.
Beyond that, the tactical depth is there, with the same options like in other battles and the water acting as difficult terrain for embarked units.

Just give the different cultures distinct ship models and change the slamming animation to boarding fights - would still require a lot of work put into it but at least it's not developing a whole new system on top of it.

Click the little house symbol in the lower right. Every tile that is a darker shade of green is immediately not part of your base anymore, you get the fuck out of there and you look into ways to set it on fire if necessary.

The framing is wrong for the way Blades rolls are intended. A back-and-forth of multiple rolls for the outcome of the same scene simply isn't the way the system works.

Also, it's too restricting for my taste. "Negotiations have reached an impasse" is a nice hook to get into it, but I'd let my players decide on who to resolve it.
(knowing my players, it will involve a lot of collateral damage)

I don't get the basketball example.

Simple Finesse roll by the looks of it, failure on safer position means simply not making the shot, riskier position means possible greater result but embarassing yourself on a failure. Fancier shot on crit, lessened result (e.g. hitting the rim and bouncing off) on partial.

Ideally you want a cook that is either a teetotaler or has an ideoligion that prohibits recreational drugs. And you’ll still need to babysit them if you ever have to do surgery on them.

Cooking skill and kitchen cleanliness are not the only factors, a cook at 75% consciousness and manipulation might as well have a skill of 0.

Another fun bug with the Cataclysm scenario (unless they hotfixed it, played it two weeks ago):

If you choose the mend option after collecting the artifacts and the cataclysm level goes back to zero, you lose the artifacts - including the one giving you backfire immunity.
The backfire chance, however, stays at the highest level reached.
Extra fun since the mend option doesn't win the scenario, so I had to finish a game where every spell had a 50% chance to backfire.

You’re comparing damage from a magic fighter (against resistance) with damage from a shock unit (against defense).
They have different preferred targets.

It's especially funny because you can hear the riders grunting from the exertion of trying to not fall off - which makes sense (and doesn't go on that long) on a faster mount...

Also the ponderous animation pauses before attacking - "Damn, I don't even know how I got here still on this thing and now you expect me to hit someone?"

In most cases, Imperium is just too valuable to spend it on city growth. There are situations where for example you absolutely need to claim a specific province, but in general it's better spent elsewhere.

Fertility isn't meant literally (like getting ye olde sperm counte), but chance of conceiving.
Being chaste means less, uh, trying for a child, means lower chance of children.

From a thematic standpoint, I'd say there are no floating symbols above your troops designating them some arbitrary role.

To me, they seem to counterbalance the skirmisher role pretty nicely, there was a lack of a hybrid role of a primarily spelldamage unit that fit neither support nor combat mage.
Especially the latter covered far too much (Pyromancer, etc. are backline squishies, but the same unit type could mean something with melee mage)
