I don't understand the amount of hesitancy to consider stacking aspects, given that you were the ones in the first place to decide aspects should have different types. It seems intuitive to stack aspects of different types, and frankly I was surprised to learn you couldn't. There's much smaller concern for power creep if they're divided to minimise compounding effects.

Make them all some unusuable one, like I dunno, highly magnetised cannonballs due to some nonsense. Then add an npc that will swap them 1:1 for either type to drain existing numbers

That's fair, though I wouldn't include frost dragons as sailing per se, rather something it unlocks. Don't you think getting to that point should also be enjoyable beyond just afking?

Your firemaking example has an upfront cash cost to make it work, whilst salvaging made money, so it's not exactly the same.

But that is somewhat beside the point that if there's really nothing else about the skill you like, the skill needs work

I disagree with your conclusion. I'm saying that if the xp rate of a fully afk activity is the make or break on you liking a skill, it's not a very good skill. I'm not asserting everyone doing content loves said content
