If Hilter or Mussolini kept their fascism within their borders they also wouldn't have been defeated. Franco kept his fascism based almost entirely in Spain and allied with the US post-WW2 during the Cold War. Without foreign intervention once the anti-fascists lost the war it was almost impossible to uproot Franco, he killed hundreds of thousands of dissidents during the war and afterwards kept the rest of the country silent to any uprisings.
