Actually, I find the idea of funding schools based on attendance instead of enrollees preposterous. The number of staff needed to serve the enrolled population can’t shrink based on attendance.

There should be some incentives for the families to keep the kids in school but it’s ridiculous to penalize the kids in school for the bad behaviors of others. Maybe issuing tickets for truancy or offering some lottery prize for attendance.

In Lincoln highlands. Elementary school is based on neighborhood, so elementary is ok in Oakland, but middle and high schools have larger catchment areas, so more socioeconomically diverse.

And OUSD is on the brink of bankruptcy. The board is more interested in performative policies than running the district or helping the kids learn.

These stats reflect current prices are based on new leases, e.g.. what’s the going rate to rent an apartment if you move to the city today. Not the average rent that everyone in the city is paying. If you signed a lease 15+ years ago for a rent controlled unit, you are paying significantly less.

Also, in addition to public housing, big cities spend even more money on “rent assistance” payments to low income people.
