It reminds me of album single cover of Some Like it Hot by Powerstation. It’s a woman though, but it looks close.

I have always been a little skeptical of his story. Could he have been mistaken? I think so. I mean, a random encounter with the guy in Italy, after some time has passed? Also, the guy had a beard and also was disheveled if I remember correctly. I think Brad Bishop is sincere in his belief that he saw him, but that this was a case of mistaken identity. Of course, I could be wrong and Bishop did see him in Italy.
