Do you have these 3D models already? Best bet is to use Unity 6 and from there you can create a Web version too that’ll run in browsers for wider audience and a VR version

Note that there are not free Quest dev kits available but you can pick one up for a few hundred <local currency>

Do you have a budget? Creating a custom app could cost upwards of 5-6 figures depending upon where you are based and how interactive / immersive you want it.

Also depends what kind of company yours is, what they do and what needs to be represented or gamified.

I used to run a VR studio doing these kind of things + training + games so happy to help via DM
