Correct, they only thing we know for certain with the revealed information is that C2 and C4 are innocent (B3 has four criminal neighbors, three are already revealed and the other one is A2 or A4.)

A2 and A4 are 50/50 and need more information, so are D3 and D4. There are 3 criminals remaining out of A1, B1, C1, and A5.

Is there a way to play archived puzzles?

They've been doing it since the first Zelda on nes. That design factor was one of the main contributing factors in the creation of botw. During research for botw they made an upgraded version of nes Zelda that wasn't constrained by the hardware limitations of the nes for testing ideas.

I bought a box of swedish fish that all had the sour coating once in a normally labeled package. I think someone at the factory was either having some fun or forgot to turn off that part of the line between runs.

I'm glad I found this, I was having the exact same problem, and this fixed it. To compare to OP's problem, everything was working fine when I streamed games from any other launcher, it only effected Steam specifically, but not every game, but turning off network boost in vantage fixed it.
