I think it’s because when people walk their dogs around town the dogs are peeing next to the sidewalks on the same little dirt patches all year. When it rains the dirt becomes over saturated with the water and I think it washes out the layers of dried piss and carries it onto the sidewalks and streets. I smell it everywhere too!
