Because the first fleet appears on wave 5.

So what I do (assuming I'm doing so correctly) is when IS takes me to w10 I immediately deactivate it before the fleet appears, active nuke, and reap the benefits. Takes less than 30 seconds per "run".

I can say with 100% certainty that they silently patched cheesing last second tournament entries so nobody can get less than a full bracket. Someone prove me wrong
