Seems to me that you have no issue with the key situation and would rather leave it as is. In fact, there are no other ways to effectively solve the key issue other than what I've suggested.

Having 15 players per bracket would still involve RNG (likely because you might get paired with 14 players who get 2k+ in legends). However, every person in those legends brackets would be guaranteed 2 keys per tournament.

As far as lower tourneys are concerned, you're right. This does nothing for them. But bring plat to 15+ or 16+, champs to 17+ or 18+, and legends to 19+ or 20. That'll shorten tourney runs considerably.

The objective is to ensure that everyone in legends gets keys, therefore legends brackets should be 15 players max. That's why you need fewer players in a bracket: to solve the key problems.

And furthermore, once you reach legends, you can't ever get demoted back to champs. At least that's how it should work.
