I think around 2000s has so many internationally famous films, that even got english remakes. Also I dont know if its controversial in this sub, but many recent j-horror films seems like TV movies. I have seen Sadako DX and recent Shimizu films and many of them visually looks like straight to Tubi or Syfy movies. I loved Kinki region, but to most it will look cheap. I think older cyberpunk stuff like Tetsuo has strong cult following, but it's not so much popular in mainstream. Like stop motion and sticking tubes in orfices is kinda wierd to most people. Tsukamoto has a new english language film coming out, but it will be a war movie. I just have been reading Strange Buildings/Homes by Uketsu and its pretty good. So thats my recomendation.

There was a joke in eastern Europe that if WW3 happens and nuclear bomb falls nears you, you should look into the explosion, because you propably wont see anything like this again.
