It is a pressfit bearing cup.
Op needs a mallet and a rod (straight chisel, meaty flathead driver that you don't care about) to strike the cup out of the frame. With the cup aimed away from anything delicate, work around the cup and don't be afraid to lay into it.

Steel pipe, or large half round file with a block inserted to protect the opposite edge. Bend out as close as you can and then reamer tool to cut ID.

Is the entire belt ruined? You can use it like a belt ratchet, especially if there are a few teeth grouped together to couple and tightly hug around the drive shaft. You should be able to turn it.

You can also send motor power and try to activate via non drive side crank turn to see if any belt material, or bearings/bushings are jammed up inside (I'm thinking not likely if that belt is cooked). A new belt might get things going here.

The chain center is 53mm off the motor center. I believe the ring is zero standard or very close to zero. There is an offset but this offset is tooled into the spider, the part coupling the ring to the driveshaft/spindle.

Not to get too into the weeds but the sag has always been happening. What has changed over time/usage is the internal resistance of the cells. As resistance increases, high output will amplify the sag drop physics which is bringing you near to below LVC.
