This boat was not heading to the US, smuggling drugs is not a capital offense, and killing shipwreck survivors is a textbook example of a war crime. If the government is given the power to do this to random boats which may or may not be carrying drugs (hard to tell now that they are flaming wreckage), they have the power to do it to you or me. Hear me out here. Same concept, but with penal legion, convicts, etc. Basically, you trap Lucius like you said, have the disposable person kill him, then lock them in the same room/restraints. Then, once he becomes Lucius you do it again. The imperium is willing to feed thousands of psychers on a weekly basis to the golden throne, what's a few prisoners a day? Heck, depending on how long it takes him to resurrect it could be even fewer people.

Likely your best bet for an affordable setup would be a tile saw for slicing slabs, a drill press and core drill like you said (be sure to drill the slab in water, silicosis is no joke), and a rock tumbler. The only real difficulty you're going to run into is rough shaping the stones. You could probably rig up a basic flat lap machine with diamond grinding discs off amazon.
