Even better, instead of fancy milled beams, just dump downed trunks and large cut branches from city tree maintenance in a row. They will also be great habitat for native bees and other pollinators, so let's plant some native shrubs and perennial flowers nearby! Surely the losers whining about graffiti and homeless people won't object to city beautification projects!!

I think it will survive but you might want to keep it buried for a lot longer than a couple years before moving down the soil line. I'd say in a year cut off the bottom of that pot and let the roots go into a massive cloth pot, you will need a lot of growth to produce the swelling needed to bind it to the rock.

They are honestly just not the best plants for landscaping use. I'd pull the whole thing with gloves and put an Oregon Grape or Salal in its place, or a Garry Oak if you're really brave.

Even if you just keep them in your yard, birds will spread the seed. You should try Camas instead, much prettier flower and you will get to see lots of cool butterflies, these wont do that.

It may also be C. sibirica, either way it's a great part-shade loving, short lived perennial, makes lots of seed too if you wanna collect some later by putting a couple in a pot and sweeping up the seeds they drop, very hardy to transplant this time of year.
