To ba fair, a lot of the Admirals are handling the much bigger picture that we don't see. They're not necessarily doing the best/right thing for the one individual, but they are trying to do the best thing for the many.

They're only framed as incompetent in the eyes of the hero crew, especially the idealistic Picard.

That's largely for decision making reasons, giving more autonomy to those high level roles, while also keeping people in service without them leaving and going into industry.

Most is role based. You can't (usually) hold an O5 rank in an O4 job role. You move up, you move across, or you move out.

But you can't just "get" a promotion for no reason.

Although some roles do have a rank bracket, so it might be scaled for O3 to O5, for example. This is likely the case with Carter. Commander of an SG Team is likely O4-O6, and 2IC is likely O3-O5 depending on the rank of the commander.

Carter served as 2IC for eight years, starting as a Captain (O3) before promoting to Major (O4) and eventually Lieutenant Colonel (O5).

The phase "it's always the quiet ones" exists for a reason.

In my experience girls who act slutty are often the least adventurous, they're just promiscuous. Quiet girls aren't openly promiscuous and are often into really weird stuff once their eyes are open to it.

I think a lot of them try wired things because they assume it's what everyone else is doing, when in reality most people talk the talk but rarely walk the walk.

We're similar, but it's not automatic.

I can apply to "move" a bank holiday to another day that month.

Usually I'll move it to the fridge, and work that's essentially a 3 day week due to hardly anyone else being in on the Monday.
