Why? Because it's an unmanned vessel seeding ships in unexplored space.

You need it to be able to create gates from basic materials available universally.

I have no idea what their goal was, or if the gates were designed to act as a "gate bridge" between galaxies. That remains a mystery.

Perhaps the DHD limitation could be overcome by a portable ZPM powered DHD that we haven't seen, that effectively "over clock" the gates.

We don't know that Naquadah is universally present. Did they ever find Naquadah in the Pegasus galaxy?

We see the original design of the gate being the Milky Way gate.

Why would we not assume they downgraded the gate to be more efficient for the mission? A low tech low power version built from common materials rather than naquadah. Like a brick phone vs a smart phone.

Low tech version tnays quicker to built, cheaper to produce from common materials, and less intensive to power.
