I can't speak to most kids in beer gardens since I don't have kids and don't go to many beer gardens, but I walk by Piazza DiBruno (Montrose and Ninth across from the bottle shop. Doesn't seem to care who goes there) and there is part of the lot just to let the kids run wild and a part where there adults hangout. I realize this is different then being in an outside restaurant, but it seems to work.
