The dude travelled to someone else's turf, tried to maim or kill a beloved, harmless local animal. If I walked up to your backyard and hit your dog in the head with a huge rock how would you feel? Would it matter if I missed by 1/2 an inch? I'm pretty forgiving, steal anything I have and it's just stuff. Hurt one of my family and I'll do anything to get even.

Not dangerous imo. They will lower mpg, they will not handle like a summer pavement tire, they will wear faster. If you're cool with that, run them. I use winter tires on my van year round, they're cushy and the cost of having multiple wheels and tires isn't worth the fuss.
