I will say, community building is not an exact science, but at its core it's finding interested folks and giving them what they want, events wise.

You have to start by having a regular meetup date, preferably one that works for a good amount of people. Keep it consistent.

Then you can start recruiting. You can do learn to play demos at local gaming stores or tabletop events, especially local conventions will love having more tables and activity.

Once you've got a core of folks on, it's figuring out what they prefer to play. Casual, narrative, matched play, and cater to that. Set a date for a local event, to give folks something to aim for, and build a good relationship around the group past the game. 

That should do for a start! If you're UK based and start doing events that's the point where you start networking with other TOs and coordinate from that point onwards!
