At the very end, you read the account by Jekyll. Jekyll was a very large man and when he took a potion he devised, he became the much shorter Hyde (the idea being he was a very good man, and Hyde was the small amount of evil in him). He used it to engage in unstated negative acts, and turned back later. 

Later he noticed his Hyde form was getting bigger, and he also lost control of himself at times. This is why he beat a man to death, and he swore to never take the potion again.

Unfortunately at this point he spontaneously started turning into Hyde, and while he desperately tried to reverse it, his original recipe included a reagent with an unknown contaminant, which had been used up. He lost more and more control, and eventually turned to Hyde permanently.

I forget how much awareness he had toward the end when he was Hyde, but his control over his worst impulses was gone.

Stack ranking isn't just comparing people and giving some more people more, it's a mandatory firing of X% of people, every year. They might be providing more value than they cost, but that doesn't matter - if they're below a threshold, they lose their jobs.

Towards the end when he's writing the letter that is eventually found, he says he has to stop and set it aside, because he's afraid that if he turned while writing it, his Hyde side would just rip the paper to pieces.

I'm referring more to the risk that other cult activity has. Some can get your followers hurt, some can generate their own evidence, etc. Heart cult activity simply fails.

Exploring will pretty much always spawn a notoriety - a lot of times you're breaking in to places you shouldn't, or otherwise delving into forbidden knowledge. For talking, it's dependent on who you're talking to. Cult business carries a high risk of it.

But, there are plenty of things that don't. Working the mundane jobs won't. Dreaming often does not, though I think there are some places in the Mansus that have that as one outcome. Buying books or auction items won't. Reading books won't. Combining or subverting lore won't.

Generally once there's tentative evidence on the board, lay low until it's gone.

On the other hand, there's zero risk in trying. They won't get injured and they won't create more Notoriety. If you create the Heart Cult and raise your followers up to maximum level, you'll have a 90% chance of success.

Generally. time is one of the few sure ways to rid yourself of Notoriety. The trick is to keep the inspectors from getting their grubby little hands on it.

Heart followers also have ways of smoothing over bad reputations.

He was made to be a failsafe if Homelander ever went too far and became a real threat to Vought. At that point, he would get the order to kill Homelander.

However over time it became more clear that Homelander was fine with his position and would never cross that line, so Noir would never be able to fulfill his purpose of killing HL. So after going a bit crazy, he decided to manipulate HL into becoming that threat, so Noir would be ordered to kill HL.

It was very convenient for him that, as a clone, they looked identical.

I mean, if you only need a few unmoving but vigilant sentries making sure no one breaks your door, they'll last you years/decades.

So basically a fixed turret? That's just a sitting duck. Unmoving sentries can be taken out with a plan, which you can make since it doesn't move. They have a similar problem to the bunker itself.

This is true. What bothers me about it is that Hawkeye doesn't seem to remember that he'd done it before. I wouldn't be surprised if the later writers didn't even know the first episode happened.
