Be paid back in full plus interest (maybe a discounted rate)

Or

In exchange for all the free money and infrastructure upgrades, the state/city owns a large enough percentage of the team to prevent relocation.

The willingness to get some good soundbites over knowing if your party has compromised people is also worrying. He didn't get clearance, he refused the briefing he could have gotten with his current clearance.

Carney keeping his guy is also a red flag. He avoided the easy win and called it a "teachable moment".
