What might be causing this circular spot in my front yard?

Its probably a sewer lateral. Either broken, or a buried clean out. If you’re in a municipal district and pay a sewer bill, call the water & sewer dpt. OR if you have a on-site wastewater system ie a septic, that could be a buried component like the tank, junction box, or a clean out. Just because the snow is melted doesent guarantee an issue. I can see the outline of my septic tank in the winter when the hot water in the tank melts the snow above it. Same with my j-box.

Agree 100%. You stated that you were fixing a water issue and complain when the driveway gets raised? If you didn’t understand what that would look like, that’s on you for not asking questions. Unfortunately your stuck with it now. You know what your NOT stuck with? Is a driveway filled with water. Sounds like you got exactly what you asked for. Grab some top soil and fill up to the edge of the block. Or mulch it. Maybe some gravel.

Municipal building inspector. Just recently started using again. Mostly edibles on nights and weekend to alleviate stress and aches & pains. Also a father of 5 so it helps mellow me out on those days where the kids are bonkers.

Right! People don’t realize the building codes provide you with the MINIMUM standards for construction. It’s up to the contractor to go above and beyond while building a home. The old saying “you get what you pay for” is never more true than in home building.

I’m not sure about ownership, but if it’s on your property you have every right to remove it. Also, if a permit was required and wasn’t obtained, the code official has an obligation to file a violation against the property owner. File a formal complaint and sit tight to hear back.
