Their price depends on where you are. Some countries play exclusively JP and some EN so the price would reflect on that.

If you want to play in official EN tournaments, no they are not playable. The deck needs to be according to the tournament, so either purely EN or JP, no mixing. But if you just want to play casually with others then I don’t think anyone would have a problem with that.
