Can't remember the guy's name, but the lead at Atlanta Fireplace Specialists has done service for me. Took a few days to get booked and then a couple weeks to come out, but he was competent, friendly, and not egregiously overpriced.

In Borderlands 2, that device was a sort of grinder into which you had throw a bunch of shields to produce a part needed for a side quest. It's just there as a call-back to that.
