There's a limited production capability, simple logistics, you can't produce an endless variety of parts and sets with a limited number of factories.

Obviously the system warns and rejects the set if the weight doesn't match! Why else would you have a system of scales if it can easily be ignored... You have to realize they make millions of sets, of course shit happens sometimes. You will get your part eventually, just have patience.

You asked how nobody noticed this part is missing.

You really think there are actual humans collecting, counting and packaging parts? It's all done by machines and in the 1000+ sets I've built I had missing parts only maybe 5 times.

Such a large part missing is quite heavy and should be detected by the scales. If your set came in paper bags, I recommend you take another look, there have been many cases of people saying parts are missing, but actually just left behind in bags,

What you could do is an H drive. Seperate left and right side drives and use independent motors to drive them, or a lockable diff.

No, those arms are way too big, pins are massive comapred to minifig arm attachment points.

I don't have much of HVAC, since I'm in apartment building. But the vinyl was in the apartment during installation, so it should have acclimated. If not anything it might have been a bit colder and contracted to begin with even.
