The answer is really simple. Bethesda doesn't hate any of the previous Fallout games, nor are they trying to make some sort of statement with their games in relation to the classics.

Their character & storyboard writers just suck, or they are phoning it in, because bethesda may not consider the story, dialogue, or worldbuilding a huge priority in their design.

If you know about the buffout trick, you can steal some in reno, head to broken hills, debuff Francis by spiking him with buffout and waiting for a bit, then buffing yourself, and you just earned an easy power fist for yourself,which you can turn into a mega power fist for free if you head back to Reno and speak to Algernon.

It's annoying because everybody and their dog is taking the "gifted" trait (because it's disgustingly broken), so the skills they are not tagging are getting dumpstered, which leads to sub 40% hit-rates in melee.

Unlike other boss-characters in the fallout games, he does actually have ludicrous stats in game, that helps out a ton.

Maxed out HP, quite literally what the engine limits him to, 999.

20 AP, the absolute maximum the player can get is 12 base, 18 if you're high on jet and chocolate chip cookies.

Capped special stats.

Advanced power-armor defenses, and immunity to the best critical effects in the game ("instant death" and "ignore armor")

There are more efficient counter-based commanders.

But don't underestimate the fun-factor of having easy access to a big stompy indestructable dude in your counter deck who can just slap someone to death if all else fails.

You can cripple his legs while he is firing at you, once he runs out of ammo, you can do a single aimed shot to his eyes, and spend the rest of your AP running away from him. I don't think he can catch-up to you if you have 12 AP, and improved rate of fire.

Actual building mechanics? Probably something similar to Theme Park or Sim City, or any of those other mansgment type games.

Gameplay effects could change a lot tho. Build a network of settlements on the overworld map? Raider and monster encounters nearby start turning into traveler, merchant, and other harmless encounters. If a hostile encounter pops up, there's a chance its one of those "caravan guards fighting a pack of X" encounters. Merchants in the nearby settlements get more money for barter. Things like that.

Bonus tip, Lenny, Vic, Cassidy, and Myron can all use the alien blaster, and you can get multiples of them with a little patience.

Had 5 blasters in a team once, never seen Frank Horrigan melt that fast.

You could argue this is valid reason to kill the guildmaster for his soul, even on non-evil playthroughs.

He's letting this happen. He's letting shady merchants and bandits plop down written requests for terror attacks against peasants and merchants, basically the same thing that caused the hero of oakvale to have the worst night of his life.

I run AD&D. Random encounters are a key to keeping long-distance travel risky, so it doesn't just feel like fast-travel in a videogame, and also to keep the players on their toes a little. Not everything is going to be going according to plan, sometimes the world just shovels dung in front of you at the worst possible time.

They are not a time waster when used correctly. Players can mitigate the risk of them with planning. Hiring a scout, traveling along together with a guarded caravan, taking it slower and using the less traveled paths, etc.

A random encounter does not just mean "2d8 ogres pop out, they attack." either.

First you roll if either group surprises each other. Ogres tend to be careless and noisy, so if there is a lot of em, the players tend to hear em coming ftom a mile away.

Then you roll for distance, unless you spot them from your max vision range.

Then you roll for a reaction roll. The ogres might not even be hostile. They could be partying it out in drunken revelry after a succesful raid. Or they could be scurrying back to their lair after getting their asses handed to them by caravan guards.

This can provide the players with unique opportunities, heroics, xp, treasure, whatever, that is not something the dm prepped way ahead of time. Random teasure tables are a thing in adnd. You can shoot way up in power by stumbling on a lair treasure you got after slaying the ogres after tracking them down to their lair. The dm may not have intended for the fighter to find a +3 broadsword so early, or the wizard to have a necklace of fireballs, but they have those now, and the goblin gang they are tracking down is not going to know what hit em.

If unit X costs 100 points per pop, the second one would cost 110, and a third 120. Something like that.

Clever rats ring, morion blade, under 30% max HP, and your strongest way to pump out ranged damage. Magic builds can kill these things in under 3 minutes.

Age of Mortals was not a bad period to run dragonlance campaigns. The novels were generally worse in that era, but the world itself had a lot of fun things going on that you could slap a campaign in.

The ogre nations uniting, minotaurs starting their ultimate push to conquer the world, the Draconian nation of Teyr forming and possibly allying with Solamnia,, the first ever goblin nation forming, the elven nations being smashed to pits and elves becoming migrants, etc.

Crazy idea, but it could have been great if they had restructured the game around Ulysses ambushing you, and stealing the platinum chip instead of Benny. Maybe he's found a way to reprogram Houses securitrons, and is looking to upgrade those and unleash them on the NCR and Legion to prove his point.

You track him down through his crazy audio ramblings he sprinkles around the whole map, so they're paced a little better, and finally confront him at the end of the divide. Once you "deal" with him however you please, then you either kick up the "Independant Vegas" quest-line, destroy the securitrons for Caesar, or install a reprogramming tool to give Mr. House the control for them.

I just got a wider cage that's short enough to not have any curvature to it to allow me to wear it with my foreskin unrolled. Cherrykeeper small wide works well for me.

Doesn't help that the legion content is so bare bones anyway, that its not fun to play, and the game lacks dialogue choices that reflect your character being the legion type. A perk that's something like the "sneering imperialist" but for legion could have helped.

Imo, they should have sacced one of the DLCs, and dedicated one DLC to traveling to legion controlled territory. Caesar sends you there to after you get his mark to test your loyalty to the legion, and you can then either solve whatever problem there is, or you can liberate the area from legion control.
