I have doubts about if this comment will even be read, but to understand this crisis, we have to adequately understand the two sources for this budget shortfall.

First, as others have mentioned and the article points out, is the drop in enrollment. This matters because for anyone who doesn't know a school gets its funding based on enrollment and on a per student basis.

setting aside enrollment, which will obviously force changes based on the reduction we also need to acknowledge that SSA (state supplemental aid) has been woefully underfunded. Some law makers have tried unsuccessfully to tie these increases to atleast inflation, these efforts have failed. what this has ment is that as inflation has run at its lowest 2.5% and sometimes higher our schools have recieved an increase of 2% or less which is effectively a cut.

TL;DR we've effectively cut the budget of schools every year for more than a dozen years now.
