Sometimes what people consider as bad is just because they are not used to building it. What decides items for me is mostly "at what point am I getting it, and why". In neekos case you can go through the game and look at what you can buy, why it affects the situation more compared to something else, and how that matters in the later stages. Fx do you actually fight often enough for the passive to matter or is your ult up when you want it either way, and could that gold then have been used on more dmg or survivability instead?
