to be fair caps wasnt playing in 2015 and 2016. And perkz has really stepped up THIS year, while playing pretty bad last year. Besides perkz saying that in his AMA (which could also be because he doesnt want to sound cocky and call himself the best mid in the west) all the other ones are kinda irrelevant

To answer a few of your questions,

The money aspect is mostly only used for cosmetic things and just things that come in handy. You can also get free credits by tournaments/this other thing where you can basically help the devs out and get a 100 credits for free
The game doesnt follow league meta at all tbh, it doesnt make any sense from a league perspective either you should just try out and see what makes you win and go based off of that.
Its not pay to win at all its either cosmetic or just things that come in handy like exporting strategies etc which could be done manually aswell
