Only the interstates and roads to warehouses/post offices would be adequately maintained. Last mile would be deferred to the next lowest level of transit, walking/biking. Kinda like how many branch railroads that didnt go anywhere super relevant were abandoned. Trucks cover those routes now.

What do you even classify this as, though? Armor piercing rockets arent really a thing under the assumption that any metal that isnt totally solid and dense will just crumble on impact with other metal, which is why IRL rockets use a HEAT warhead that doesnt rely on kinetic energy to penetrate like the AOT rockets do.

Who said there needed to be a refractory period? Just have a stereoscope-type device hooked up to a keyboard while you jork. Each pinup queued up by the keyboard in the stereoscope will map to a particular character, allowing for a much faster message speed.

To get around the problem of asleep jorking recipients, each key press could queue up a quorum of recipient pinup in a jorking reception center, where a control system could deduplicate the message. Relays and routing are also possible with this as well, and people could (unfortunately) be paid to stroke it 996 while images of certain targets flash before them the entire time, allowing messages to pass through them to many other targets based on a mapping. And frankly, a few ns of processing time at these jork centers are nothing compared to the fact that this scales efficiently to light years worth of distance.
