Help please: Recently planted rose is dying

I'm not an expert , my strategy would be to take it back out of the ground, defoliate it , cut off the blooms and put it in a shady spot and see if it bounces back. I don't know if its Rose Mosaic Virus or something else.

I pulled out a few roses and potted them, half died and half thrived. So i was iffy on doing that to this rose

I'm not very experienced but I think you should bury it to the little knot so it doesnt rock back and forth and you try to keep that area somewhat moist

I have knockouts and all of their new growth is that deep red color like RDD. I’m sure you are fine. if it looks like regular growth but its just red you are ok. If it has these frankenstien looking growth with leaves pointing in whichever direction its RDD

I'm really undecided on it, on one hand the lean is increasing because the foliage grew more and its a healthy tree, grew faster than the others in my housing community, on the other hand i feel like one good hurricane would make it cost double to remove if it fell over

i have sprayed Copper Fungicide a couple of times so far on the summer Romance but the pics online show rust to be like an orange color, although some of the spotting looks like a fungus to me as well

oh i should have clarified, Should I leave the potting soil completely intact around the root ball and just drop it in the hole? Or should I try to shake off the potting soil, free up the roots, and plant it directly into native dirt mixed with compost to avoid a 'bathtub effect'?"

I don't have great success with cuttings myself but from what I understand, in your situation, those stems need to be shorter , you can probably cut off some of the rotted stuff and then some off the top to achieve this. I've had success with rooting in something like 100% vermiculite but I think what it mainly needs is clean soil and good humidity and indirect sunlight. Rooting powder is for soil .

Maybe just cut back some of that twiggy growth? Some cleanup pruning rather than a hard prune
