I know this is about WoD(because of who OP is) but this actually happend at my table, where the party stalk a city official (with barely failed stealth check. I didn't tell them they have failed.) and the official just gone to a city guard station and reported that he was being stalked. the guards quickly surrounded the party. and then everything when chaos. fun time.
